I know it sounds crazy but when you restart the printer how do you do it, power switch or physically unplug for 30 seconds and plug it back in?
Is there an IP conflict with another address, is there a sleep mode going active.

Restarting Printer means : pressing power button to turn on and off (which is given on Printer)
IP Conflict : No, there is no IP conflict. Issue is there while the printer is in Ready state.
When we install printer by IP, we install them as local printers even though they are on the network. That and we don’t share them, is this how you have set them up? Has worked flawlessly for us so far.
For network printer ,as I know we can use by installing on someones computer and sharing it , second method based on IP directly (which I am using), and using some printer server (which is same like sharing) ,isn’t it ?I didn’t understand how you are configuring, can you let me know if that method is good ?
How is the IP address assigned, DHCP or internally assigned? Try turning off (as in power off) the printer and scanning the subnet to make sure that IP isn’t being picked up by another device. That would explain why you’re getting a ping response with the printer offline. Angry IP works well on a PC. If you have a phone or tablet, load Fing and give that a shot.
If you don’t have any IP conflicts, the I’d say it’s time to replace that printer. It’s possible the network interface is coming online but the logic board isn’t working properly. I’ve seen HP try to fix them but it’s pretty hit or miss as to how successful they are. For older printers they seem to use recycled parts quite a bit and that doesn’t help the success rate.
Set to static ip. Yes I am using Advanced IP Scanner ( alternative: angry ip scanner ).

This is what I do, but my networks a are usually less than 100 users. I know it’s a little more work, but I rarely have trouble with printing. Another think I like about it is that once they are installed they are installed for all users of the workstation.
Just before I have observed with two users using Windows 8 O.S continuously going offline. When I restart the printer spooler it’s becoming online ,while in the process of to print again same papers ,becoming offline again, and some times issue resolving by restarting the printer. Really Really Sucks my time. Please help me ,I am not the problem is with Drivers or SETTINGS or printer itself. Other suggestions above,I am looking for chance to make a try. Thanking You !
